There a couple of ways of looking at the term "game complete" in the world of playing games.
The first is when you're looking to buy a used game on eBay. When you see "game complete", it means all the pieces are there, everything that the game came with is there, the game is complete. It's just a way of shortening it up a little.
If you're into baseball, you might here the term reversed, as in "game complete." It's denoted by the abbreviation "CG" and means that a pitcher di the pitching for an entire game by himself, without the benefit of a relief pitcher. A complete game can be either a win or a loss.
